The global mining sector has reached a critical crossroads. As the world demands an unprecedented volume of minerals to fuel the clean energy transition, the industry simultaneously faces a $850+ billion environmental liability crisis. With traditional restoration success rates as low as 10-20%, the need for a paradigm shift has never been more urgent.

Capitals Hub Canada is spearheading a transformative solution: Environmental Liability Units (ELUs). We are establishing a Global Senior Advisory Council to provide the strategic guidance and technical expertise required to integrate ELUs into the Paris Agreement framework and mobilize sustainable finance for the mining sector.


Our Strategic Mission

The Advisory Council will guide two primary, interconnected tracks to transform mining’s greatest challenges into opportunities for sustainable value creation:

  • Track 1: ELU Development
    Leading the creation of a Paris Agreement-compliant methodology (Article 6.4) specifically designed for mining’s unique environmental challenges.
  • Track 2: Sustainable Finance Integration
    Developing frameworks for green, sustainability-linked, and transition bonds to unlock capital for responsible mining and restoration.

The Road to COP30 and Beyond

We are working on an ambitious timeline to position ELUs on the global stage:

Seeking World-Class Expertise

We are seeking 12-15 senior experts to join this elite council. We prioritize geographic diversity, with a target of 50% representation from the Global South, and a commitment to gender balance.

Core Expertise Areas:

  • Paris Agreement & UNFCCC Mechanisms Deep knowledge of Article 6.4 PACM.
  • Sustainable Finance Senior experience in thematic bond markets and ICMA Principles.
  • Mining & Critical Minerals Executive experience in mine closure and supply chain due diligence.
  • Environmental Science Expertise in heavy metal contamination and real-time monitoring technology.
  • Multi-Capital Accounting Specialized in natural, social, and human capital metrics.
Essential Qualifications: Candidates must possess a minimum of 15 years of senior professional experience and be able to commit 20-30 hours per quarter.

Governance & Compensation: Council members will operate on a consensus-based model to ensure broad agreement on all major deliverables.
